Email Journaling in SBS 2003

For federal complience I have a client that needs to enable Journaling on Small Business Server 2003. I have found many articles on Journaling in Exchange 2003, but nothing about SBS. Can someone either direct me to an article about this or give me directions on how to enable journaling for all incoming and outgoing mail. Thank you.
