enabling windows firewall to the users in the network

Hi,
Is there a way to enable windows firewall to all the users in the network by a group policy. If so how do i do that? The goal to allow the users access windows firewall through control panel and also allow them to turn off and on the firewall and make changes in the exceptions tab. Is this possible?

The domain controller is a windows server 2003 and all the client machines are windows XP machines.
