Encryption on IIS not working from outside domain

Hello,

I am trying to get a secure SSL connection working on our server. I created a self-signed certificate using Windows Server 2003 Certificate Authority (stand-alone root CA install). Had the request issued and went back to IIS and installed it. It shows it being valid and working. The certificate/website work when accessing it from the same domain on any computer in the LAN, but when trying to do the same thing from a computer outside the domain (i.e. different network such as from home, etc.) it will not work. I’ll get a blank page. Upon refreshing I’ll get the lock icon but still a blank page. When opening the lock icon it gives the error “This type of document does not have a security certificate”. If you wish to see what I am talking about the website I am trying to get this working on is http://library.minot.accqolnet.org. In the top left corner click on “Secure mode”.

Any ideas as to what is causing this?
