Enforcing Group Policy

For a week now i have been trying to diagnose the cause of ineffective group policy on a windows 2000 Proffessional client that is part of the Network of two servers running windows 2000 advanced server.I have created a goup policy that for an OU and put 4 users in that container.I have made sure that The No override option is selection on the OU policy.Just to test the policy,i have removed the Network places from the desktop using the OU policy.When i log on the Workstation,the group policy does not take effect even after using the secedit/refreshpolicy USER_POLICY command to refresh the settings.I have even checked the local policy but all in vain.Who know what could be cuasing this problem?
