Environment Variables

I am setting up a user policy using ZenWorks 3.2. After creating the policy and profile, when the user logs in, he/she gets the following error: This utility could not add NWLANGUAGE=ENGLISH
to the local environment variables. The only way I can get rid of that error is by making the user a local administrator which is not appropriate for my environment since I work at a school and the users I am dealing with are students. Does anyone know of a way around this? Please advise.
