Error 0x80090019

Hi folks…

Having an issue trying to log in to windows. I get the following message after entering the password and hitting enter: “A problem is preventing Windows from accurately checking the license.” I have researched the issue, and seeing as though the computer is not a Dell, I am wary on editing the registry entries, like it said to do for the Dell issue. Does this seem like a Spyware/Virus issue? That is what I am thinking seeing as though the CPU is locking up, yet it is doing the same in safe mode. Also, I can’t run System Restore. All that loads is the white system restore page, with no options, buttons, etc. Any help is appreciated!! (I will be oputside washing your car if you resolve this one!!)
