Error installing IE on SBS server 2000

Tried to install IE6 on SBS server 2000, the install did not complete, now when I try to reload IE6 it says “previous install needs to reboot system before installing” no matter how many times it restart still does not load and will not let me install. When is the registry entry so it can be deleted
