Ethernet Link Aggregation

I am trying to do static link aggregation (no LACP) on Cisco & Netgear switch. In both cases, if I disconnect link within group, traffic switches to other link. If both links are connected, in Cisco, traffic load balances between both links (as expected) whereas in Netgear, traffic is only on one link & BW is limited to one link. Do all switched do load balancing between links within static aggregation group, and if so, what might my problem be?
