Ethernet Link aggregation

I have two locations “A” and “B” connected with 2 point-to-point links from two different service providers. Both links are of 10Mbps.
At both ends links are terminated on Cisco 3560 switch. I want to acheive 20Mbps of throughput at a time and link failover between two links.
I tried configuring Etherchannels but data moves only one link. Lik, one link only serves Sent traffic and other only receives. Also, during failover one of the links fails to come UP at one end.

Any help will be appreciated.
