Exchange 2000

Recently i have installed exchange 2000. I want to restrict my out going mail through internet mail connector.I have already created a distribution group and specified a policy to permit only limited persons to send mail outside the organization. But iam observing that anyone can send mail outside the organization. How can i restrict my users to send mail outside the organization???
