exchange 2000 sp3 unable to strip attachment for NDR

hi guys,
Please kindly help…
I had two exchange A & B clustered, and tried the method in both server mentioned in ->

but doesn’t work for my case. NDR still replied with attachment.

Noticed that a key value is always generated -> ResetMessageStatus “1” when cluster failover to A or B.
