Exchange 2003

I setup a new domain and installed w3k on the DCC and setuop w3k on the second server then installes exchange 2003. I followed the setup steps and ran forestprep and domainprep and followed all teh setup step. After installation the AD users do not have any excahnge tabs on and cannot add any email addresses. What did I miss?
