Exchange 2003 Distribution List Management

I would like to enable a Security Group the rights to administer Distribution lists without having to go to each distribution list and allow “Manage By” option. (For which it will not allow a Security group anyway…Geez!) I would think this would be a straight forward item but I can not seem to figure it out. I even gave this security group rights in the Exchange System Manager at the Servers level, explicit rights to Mailbox Management but still no ability.
