Exchange 5.5 – Looping IMS

I have been receiving this error in the event viewer for the last few days…

Event ID:4115
The message from the spool file W3B6AAQL seems to be looping through the routing extension for the IMS. Please check that the routing DLL is configured properly.

This is a Exchange 5.5 server on Win NT 4 SP 6a. I found a TechNet article (Q190021), but it talks about Exchange 4.0 and 5.0. Has anybody seen this before and what did they do? I was a little relutent to do as the article says, because I do have POP3 users. I did delete/replace the IMS. Things are running OK right now, except for the error. Suggestions?
