Exchange 5.5 question

Alrighty, we have about 300 users who will need to send inter office mail. I only have 30 users I want to use internet email. I have deleted the smtp address for the 270 users, so they cannot recieve internet email. what do I have to do to prevent them from sending internet email without interfering with the internet email for the 30 people that need it?
