Exchange Cluster issue

Hi, I’m running Exchange2003 SP2 in a clustered environment. On the exchange server I have enabled Mailbox Logon monitoring and set it to maximum. WHenever the cluster fails over, the logging feature reverts itself back to minimum. Anyone have a clue as to why this would happen?
