Exchange Clustering Failure

I have my exchange clustered on a EMC2 SANs device using 2 nodes everything is working as I know it however I cannot failover to the second node. If the other server goes down how can I fail over to the second node? I used the initiate failover but it keeps failing over to the same node node1. I am at a standstill and cannot find anything to tell me how to failover.
notes: I have exchange loaded on both nodes, I have configured the Exchange Virtual Server and the resources and cluster is turned on on both nodes.
