Exchange GAL-Global Address List

I have installed Exchange 2003 in test environment. I have created 15 user in AD with Mailbox enabled.

Problem is that When I login as user X in win XP machine and open outlook after configuring his exchange account, in Address book(GAL) it is not showing all users( showing only 9 users) but when I clicked on all users it is showing me all 15 users.

Just to add when I compose a mail It auto completes automatically alais name for all users( also those not apperaing in GAL)

Kindly help me out. If possible with a Step by Step solution for it.

1. Exchange 2003 server with SP2( installed on Window 2003 enterprise edition)
