Exchange Mailbox Limit

I am having a problem with an exchange server. We currenly have the server set with a 10MB send/recieve limit. Although when I try to scan to an exchange account it will not go though if it is over 5MB. Any Ideas? Iam running exchange 2003 on Windows server 2003.
