Exchange Public Folders offline?

We have created a public folder which we want to be available offline. We know that
the user can copy the folder into the outlook
favourites and then be able to view and sync the folder from there. Is there any way of either automating the transfer of the public folder to the outlook favourites or being able to make the public folders available offline?
