Exchange Server 5.5 Maintenance

I have recently run into an issue with my director. It seems as though he is under the impression that running the ESEUTIL on exchange is considered maintenance. I have tried to convince him otherwise but it seems as though the former Network Admin has got him sold on this process. I was wondering if there is an outline that would show how a maintenace of the Mail server should be done?
