Expanding to China

We’re getting ready to open an office in China and I know there are strict regulations on Internet access in China. This new office will be included in our VPN cloud, however I’ve done some testing with some sites out with T1, T3 quality, and for some reason by the time it reaches our office in California, bandwidth overhead has taken its toll and transfers at about 90Kbps.

Anyone have suggestions as to who to go with to provide a better line or does China simply limit our options?
