explorer freeezinf when booting Win2000

Every time I boot a Win2000 Pro workstation, explorer freezes. To recover I have to go to Task manager, End task on explorer. I then have to run explorer.exe from the new task button.
I removed all entries in the RUN key in the registry. That didn’t work.
I then tried safe mode with networking. Same problem occurred. Any suggestions?
