Explorer.exe will not open

I have Windows98 SE on my PC. Two days ago my Windows explorer started acting up, opening only some of the time when clicked on. It returns a message that no Internet connection is avaialble and the the usual “explorer has performed an illegal operation and will close” When it does finally open, there is NOTHING in the address bar.
Scandisk had no effect, nor defrag.
