External HD troubles

I have a barely year old external HD from QPS. The LED light powers up when plugged in but I get the Device Cannot Start (10) error. I think I can hear a fan going inside (if it has one).

I’ve tried plugging it in at other computers and the same problem. It’s had that problem before, but a restart has always fixed it. It’s been plugged in and been on for a few days, now it’s no longer in the My Computer but it’s still present in the Device manager with that error.

Is it toast? I don’t want to lose all my data.
