Failed to create a desktop due to desktop heap exhaustion??? Huh?

This is something new as I’ve never seen it before. Has anyone ever experienced this problem with event ID 244? The server is running Windows 2003 Standard R2 with SP2 and 4GB of RAM using the /3GB switch.
