Failed to generate offline Address Book, error ‘80072020’

I am getting the Event ID: 9300 stating that our Exchange Server is not part of the Exchange Domain Servers group. I verified that in fact it is. I also cannot force rebuild the Offline Address Book. I also, cannot find any resolution through any sites.
