FAT16 or NTFS for 1st partition?

Hi, I’m setting up a new NT 4.0 system, to be our website server. My question is should the C: partition be FAT16 or NTFS? I’ve read that FAT16 will let me boot from a DOS diskette to make repairs on that partition if I installed NT on a FAT16 partition. Any thoughts, comments, gotcha’s and pointers in the right direction will be greatly appreciated.
