Favorites folder

The Favorites folder in c:\windows has the wrong icon associated with it and will not open. Subsequently in Internet Explorer there is nothing to view under Favorites. Under “properties” it says it is the Shell Favorite Folder and lists several files and folders as being there. What happened and how do I fix it to work correctly? This is a Windows 95 machine.
