File Types

I need to modify an associated File Type on a large group of users PC with advanced/action settings.

I think I have found in Group Policies how to add a file type but not sure about the action settings as it doesnt seem to have the option.

What is the best way to role out a new File Type and action to a large group of network users on XP with 2003 servers?
