Files In Use on Win/2k

Is there a way to determine what files are in use by the operating system and by the user logged on locally to the NT Server/2k computer. I know you can see what remote users have open by using “Start – Settings – Control Panel – Administrative Tools – Computer Management – Shared Folders – Open Files”. However, it doesn’t show files opened by the operating system or the user logged on locally to the server.
