Filezilla FTP Set up

hello! I need some help here. I just changed my internet provider. And I cant get Filezilla server to work on my XP prof. On my router I have a static IP 10.13.x.y When I go to showmyIP.com it gives me absolutely different address… 69.220.x.y Sounds like I`m behind another (providers) router. Well when I trying to connect to my ftp using 69.220.x.y it taking to long to respond. ftp://10.13.x.y:21 doesnt work.
Any ideas?
