First No Power, Now Power But Nothing Happens

Last night, I shut my computer down. Today, I couldn’t get any power when I pressed the power button, so I turned off the surge protector for a few hours. When I turned it back on, the computer now gets power, but it keeps making weird pulse noises while no information gets sent to the moniter. What’s wrong?
