Flickering screen in MS Office

Getting monitor “flickering” when user goes into MSWord, Excel or Access. All other programs are fine and do not have this trouble.
IF I use the fullscreen option in the view menu (removes toolbars etc) the flickering stops.
We have tried a new monitor and a clean install of Office and video drivers but the trouble persists, and I have NEVER seen anything like this before.

Anyone know whats happening?
