Floppy keeps spinning

After formatting my hard drive and reloading Win98SE, my floppy drive now spins a few times every couple of minutes for no apparent reason. It usually occurs when I double click an icon, such as any of the icons in the Control manager, but also occassionally spins every couple of minutes when the computer is idle. There may or may not be a disk in the drive, but since I have a very noisy floppy I usually keep one there to silence the noise. I’m becomming pretty irritated with it all.

It never did this before – how can I make it stop?
