floppy nightmare

I now have two machines with floppy drives that do not work. One an HP on WIN98 and one a generic on NT 4.0. On both I replaced the drives with known good drives and they do not work. I replaced the cables. I removed the controllers and rebooted. The light is on but no disk activity….the HP just locks up. I’m open for suggestions.
