folder attributes (read only problem)

hi to everyone,
i’m new for this administration.
i’m a network administrator in my office.
the problem is that “folder properties ( read only)”.
once i unchecked the “read only” but after apply also i’m getting same problem.
automatically read only box will be checking.
how i unchecked the read only permanently?
pls give me suggestion.

and one more is that,

i’m pinging default gate way .but when i’m browsing getting the error of “HTTP 400 -Bad Request” what is the error?
for removing this which policy i’ve to be disabled.
