Folder/File Permissions

This should be some simple points. I am transferring data from our Novell server to our NT4 server. I have set the permissions at RWX/RWXD for a group called ALL and then the Admin group is Full Control. When I log in as a normal user, I can read, but can’t write – I get an error message saying that the file/folder is set as read only. I’ve changed the All group permissions to Full Control, but get the same results. If I log in as me or if I add the normal user to the Admin group, it worksfine.

To me that sounds like a Policy issue instead of permissions. Any thoughts/help?
