Folder Permission-See can’t copy or delete

Hi, I am new in server 2003. I have window server 2003 r2 standard x64. I have create a folder in server photo. in this photo folder in many picture. I want share these picture to everyone but user only see the pic they cant delete or copy this picture. so please help me how can i give permission to user so they see cant delete or copy it. please help me urgentlly.
