Folder redirection and file sychronization?

Why does folder redirection require the files to synchronize with the Windows 2003 server?

I have 1100 students that use the schools library computers and all of their profiles are taking up too much local hard drive space.

Is their a method to configure file redirection to not save the user profiles on the local hard drive in each Windows XP SP2 or Vista computer?
