Force Chip to top speed

I have an Intel Pentium 4 Mobile processor in my laptop….can run at 1.6 ghz with its stepping technology, but always always shows running at 1.2 ghz. I only rarely see it stepped up to 1.6. How can I force this always to be top speed…is there some setting, something other than bios, where I have it set for best performance.
