Force users to Web Page Using DHCP?

I am looking for a way to force users to a particular page when they connect to the network. I want to use DHCP to do this so that when they connect to network and get an IP from DHCP they are forced to a particular page when they open IE. I can’t set this with a reg hack or anything as I will not have access to the PC’s before hand. I need a way to do this using DHCP so please don’t post non DHCP solutions or ideas.
