Forcing Icons to desktop on Server 2003 WinXP

We are using Dell GX240’s and Dell Dim 4700’s and I am trying to create Images for Ghosting on each model. Both working off of Server 2003, on the GX240’s I am unable to get My Documents & Internet Explorer Icons to appear on the User account screens. They are appearing on the 4700’s. I have checked group policies to allow them but they still will not come up on the GX240’s. I have tried to manually bring them up on the user accounts on the GX240’s through the desktop/properties/customize desktop. The icon will appear, but will not sync with the server.

I need these icons to appear once I ghost to the other computers in the school.
