Forgetful USB devices

I have a USB monaural headset (plantronics DA40 if you must know). Everytime I unplug the device or shutdown, when I reboot or replug the device, the system cannot refind it again until I remove it from device manager, then unplug and replug the device to the computer. I hear the windows “audible tone” to indicate USB has detected etc everytime I plug it in. If I leave the device in the USB port when I power up the same issue happens.

Any advice most welcome.
