Fox Pro/DOS program won’t run in NT

We have a Fox Pro program which at the end calls DOS to create an “out.txt” file. It runs fine on Win 95/98 AND Win 2000, but won’t run at all on Win NT4.0. Any ideas? Is this an NTVDM issue (remembering that the DOS part runs inside the Fox Pro program)? Appreciate any help with this.
