Free Command Line Cleaner

Is there a way to delete all temp files from all user profiles at once via the command line? (e.g. del c:\Documents and Settings\*.*\Local Settings\Temp\*.*) *which doesn’t work*

And is there any good command line Spyware\Rootkit scanners? Of course I am also looking for these solutions to be silent running.

Any advise would be greatly appreciated.
