free memory at start

i have setup a 15 gb-system with winme. c:windows 3gb d:swapfile 1 gb.
i have 384 mb ram. i was told setting maxpagefiles to 70% ram. i have then set min=max
at start of windows and internet, ressources drop anyhow quite a lot to around 60%. i have also system with c:boot/swapfiles d: windows. maybe this is a better solution. i do not use office. thats why i do not have to care a similar problem. i have read about freemex and memturbo to free ram. i cleanded the system already.
