Friends computer not showing all 8 gigs of ram.

My friend just built a new computer and bought 8 gigs of ram. He has them all installed but windows 7 is only show 3.25 available. what do you think is stopping this? Could it be that the ram is 1066mhz and his board can only read 800mhz ram?
