FSE c000021a with 0xc0000135

I would rather not reformat and reinstall everything on my laptop so I hope someone can help. My Toshiba Qosmio (G35-AV600) will not boot to safe mode, nor will it roll back to last good con fig. I burned a boot CD off the net, Hiren’s Boot CD 9.9, and can access both drives and files. Moved everything I want to save, ran the anti virus & anti-malware prog on the boot disk, but still can’t get it to run off c-drive. That boot CD is loaded, but I am not sure I am using it right. I am self taught geek, but am very aware of how much I don’t know, but am more than willing to learn.
I’m running;
Win XP Media with sp3. Any Ideas?????
