FTP and web sites

Question, I have an Actiontec GT724R modem/router and a 2k3 server running. I can access the FTP and web sites from inside the network fine, but not outside of it. I have web server and FTP server forwarded to the correct IP address. 20,21,80, and 443 go to the 2k3 server. The 2k3 server is set up for all requests right now, but nothing outside of the network works. When I FTP outside I just get a blank list of files in the tree, and when I try a site all I get is the web-based log on into the router/modem.
Anyone else have any ideas to get it to work, I need it soon to be operational.
